Competition Commissioner to run for congresswoman

COMMISSIONER Stella Luz A. Quimbo of the Philippine Competition Commission (PCC) will run in the midterm elections for representative of the 2nd district of Marikina City, incumbent Rep. Romero S. Quimbo, the commissioner鈥檚 husband, confirmed.
鈥淪he will run for Congress to replace me,鈥 Mr. Quimbo told 大象传媒 in an interview after the House Ways and Means Committee meeting on Monday.
鈥淪he will be a better representative than I am,鈥 he said, adding that Ms. Quimbo has already filed her candidacy by way of substitution 鈥Nag-file na siya to substitute me.鈥
This, however, may be questioned in the light of Section 8 of the Philippine Competition Act, which states that Commissioners 鈥… shall not be qualified to run for any office in the election immediately succeeding their cessation from office.鈥
Mr. Quimbo said 鈥渢hat doesn鈥檛 cover her. First, she鈥檚 on secondment coming from UP (University of the Philippines), she remains a UP professor; secondly, that鈥檚 unconstitutional.鈥
He added that the 鈥減rovision is clearly unconstitutional because it鈥檚 the first ever, meaning it effectively curtails the fundamental right of an individual to run for office and it鈥檚 not contained in the Constitution.鈥
Mr. Quimbo said only the qualifications stated under the Constitution shall be considered when running for Congress.
鈥淭he qualifications of a member of Congress (are) only dictated by the Constitution, you can鈥檛 add or cannot subtract,鈥 he said.
